A combo that has never appeared in a specific game and draw session, such as Florida Pick 4 EVE, and therefore has seen_count = 0.

How Stepzero Uses It
Stepzero uses absent status to separate never-seen combos from debuted combos that are eligible for active drought tracking.
Example
If 2713 has never appeared in Florida Pick 4 EVE, it is absent in that game/session rather than in drought.
Three-State Combo Lifecycle in Pick Games
Combos move through three states in Stepzero: absent -> debut (debut hit) -> eligible for drought tracking.
Absent means the combo has not surfaced even once in the selected game/session. Because no prior hit exists, there is no drought clock to measure yet.
